But where else do we see that staff?

Notice how he has 6 orbs, 6 rings on his staff and 6 tomoe on his chest.

Maybe they represent each Jinchuuriki he has...I remember somebody made a thread about one of the Jin's not being in the Juubi, as it only had 6 tomoe in his eye.

But the black orbs are more of a mini bijuu damas that explode on control and can be manipulated in size.
That really is a staff and those are rings, unless ofcourse he managed to solidify it.. which i highly doubt.
