Personally I think you need to awaken two different powers in each MS eye to unlock Susano'O, that's why it a rare power. Half the MS users we've seen have the same power in each eyes except Itachi and Sasuke.

I think the fate Sasuke has yet to tsukiyomi and Madara hasn't show either amaterasu or tsukiyomi overrides what the databook says.

Dude, Sasuke does have Tsukuyomi and used it against bee it was even stated that his was nowhere close to the level of Itachi's and his couldn't alter time. It is also implied that Madara can use it or else his Eye of the Moon plan would be useless.

Are Sharingan powers even identical? Has Madara used Amaterasu or Tsukuyomi? Has Tobi? I know Madara and Itachi didn't have Kamui. And none of them had Shisui's crazy genjutsu. It seems like an Uchiha's MS could give them a variety of abilities; it isn't cut and dry like Byakugen. THEN AGAIN, maybe truely mastered eyes can use all of these abilities. What if Sasuke gets Kamui?

He never did Susano. We dont know can he do Amaterasu or Tsukuyomi. You must awaken these techniques then you can do Susano and not every MS user can.
