I will be the one to call BS on most of you. If anything he CAN use it because Madara vs the Kages he had the Rinn and stilled used it.
Obito has the blessed eye now as well, So if anything he either found a "short cut" or an even more powerful way to use it.
He has yet to really show why he has the eye in. He has yet to use a single path

Now, allow me to call BS on you....Madara used EMS for Susanoo not Rinnegan, Rinnegan isn't needed for Susanoo and it doesn't activate Susanoo either...

Sasuke doesn't have tsukuyomi, he has blaze release in is other eye..

Against gaara Sasuke even said that those who activate the MS in both eyes unlock Susano'o.

He does'nt need it, susanoo is known for its defence ( although really, Itachi is the only one who can litterally block anything with it ), and Tobi's one ms already provides for an ultimate defense.
Why would he even need one?

Though in some lame fasion, he'll probably change his mind and Kakashi and him will both form 1 susanoo, because that would be the lamest shit ever, but Kishi likes doing predictible stuff anyway.

you don't need tsukoyomi... as we know that Sasuke hasn't got it.

there have been a few times he used genjutsu. but never tsukoyomi. not against bee. not in the fight with kabuto. not against anyone at the kage summit.

I would follow the manga more than the databook, but anyway this situation has already been explained. You need both ms eyes and you have to awaken an ms ability in each to get Susanoo. We know of Itachi's: Ama and Tsuki, People don't realize this but Sasuke has shown his two abilities: Amaterasu, given to him by Itachi, and Kagatsuchi.

But most importantly Sasuke has susanoo without having tsukuyomi he has blaze release in his other eye, so many people either don't know this or have forgotten.

Obito mentioned that to unlock the Susanoo is rare..so all in all I dont think he will unlock it imo probably some other power...if he does get his MS back from Kakashi

Susano comes included with Mangekyo Sharingan, along with 2 special habilities, no one has to give it to you, LOL, you awake it ALONG with those 2 habilities:

-Itachi's ones were Amaterasu and Tsukiyomi
-Sasuke's ones are Amaterasu and Black-Flames Control
-Madara's two special habilities haven't been revealed yet.

I guess if Tobi had Kakashi's eye, he would have Susano too, cause he'd have two special habilities: Kamui-sucking into one eye (Tobi's one), and Distance-Kamui sucking from the other eye (Kakashi's one).

The real question is: can Tobi use Susano now that he has Sharingan + Rinnegan? Because Rinnegan comes from Sharingan, so...

No, he needs two Sharingans with Tsyukomi(however you weaboos spell it) and Amaterasu. He also needs to have balls to activate it too.

Unfortunatley, Sasuke has a weak Tsukuyomi in his other eye. It is noted by Danzo in their fight that his tsukuyomi is weaker than Itachi's.
