The mistake in Obito's plan was thinking he was on the same page or book as Madara & Nagato who could handle the Rinnegans power, while he could only use one. Obito was never going to be able to pull off IT without the use of that other Rinnegan. He should've known that from the time he got the Rinnegan that he was not strong enough to pull it off and that he was a pawn for the real Madara who he promise to revive.

oddly enough he didn't figure this out until it was too late.
