Was it just randomly made? Because before that he was wearing a Spiral Zetsu with a face similar to his second mask(only white) And then he just suddenly appears in this random one It would make more sense for him to still wear that Zetsu's face(or whatever he did to it to make an orange mask later)

Srsl, I think that mask was made to emphasize the sharingan.

My guess is that this is his own style.. And so is the last mask he had.

But when he needed to create a personality to show the public (Tobi), he needed some character traits. And it's always easier to create a character if you base it of someone you know. So my guess is that he adopted the silly personlity of the spiral Zetsu, and thus also created a mask that resembled his face
