Obito's consiousness will return at some point

I don't think that the Juubi is in 100% control yet. I would probably go along the lines of around 75%. I'm not being blinded by fanboyism to admit that the Juubi is currently mostly in control but I think the same situation that happened between Naruto and the Nine tails is happening right now between Obito and the Juubi, like an internal struggle so to speak. I do believe that Obito will return though as:
-The conflict and parallels between Naruto and Obito would be wasted
-What would have been the point in making him the Jinchuuriki.

I do believe that Madara's trump card will fail as he does not have many relations to the main characters. Also the same thing would happen and the Juubi would overpower Madara as well.

You need more than just intelligence to control a tailed beast. Bee isn't the brightest and he's got on well with Gyuki.
