He always could use nagato to revive her. Never did.
He stated he would change the way of shinobi or system(along those lines) even b4 her death = Moon eye plan. Not simply a war (he never wanted) and completely not related to rin.
Could have always killed kakashi for killing rin. Never even tried.

I hope u'll analyse Obito deeper and understand how complex and great of a character he truly is.
Naruto is little kid compared to him even in terms of development

Why coming up with Naruto? Naruto and Obito are very interesting in other ways.

1. You don't know that.
2. Kakashi was a fodder for him. So he thought.

Yes, this is a positive development for Obito character. I hope Kishi will show more reasons for Obito to become like this in next chapters.

It was stilli Rin's death that made Obito become evil. We all saw the flashback. He was happy and ran back to Kakashi and Rin and he saw Kakashi kill her so he thought they where betrayers.
