He didn't mean the Elder son wanted the Uchiha to be the strongest. He meant that Obito is like the elder in the way that he wants to keep a balance in the world no matter what it takes. Even if that means murdering and destroying innocent people and villages.

Although I don't know if that was the elders plan or not.
