Nor do they feel the need to bring it up, or reference it, every time they engage in battle. Besides, all those villains you listed, we didn't find out what caused their villainy until someone else brought it up. With Obito, he simply doesn't shut up about it.

AAAAAAAAAANDthe reason obito is getting a lot of development and "rin flashbacks" is because Obito parallels the main character and thus His reasoning is more important.
We need to know everything about obito's Thinking and His history because hes going up against the main character.
Otherwise, If obito wasn't paralleled with naruto, We would barely hear anything about rin since his history wouldn't be Plot wise important.

But seriously, I had no issues with Obito and I honestly felt bad for him until his actions just got worse and worse to the point where his cause doesn't justify them. It's hard to sympathise for a villain who is doing immoral actions on a worldwide scale when they have such a superficial reason for doing so. And that villain gets really annoying at an exponential rate when they keep shoving said reason down everyone's throat.
