Yup he does....having one of them in Kakashi's socket. If it weren't for that, their wouldn't really be a whole lot to stop him. He would be able to phase through everything, attack using Kamui, vanish into the Kamui Dimension. Both eyes would give him access to Susanoo, and it was confirmed that having both eyes within close proximity allow for instant Kamui.

No one is beating him short of Rikudo Sennin status. That's why he was nerfed at the begining. Having both eyes he really would be greater than EMS Madara or Hashirama.

Obito with both Kamuis > the SO6P, easily, since it's already confirmed that Kamui still works on Juubi jins.

He would have the ultimate offense, ultimate defense, and his own dimension.

If he had both of his eyes, he would then be worthy of the title Lord Obito.
