Obito had no intention of ever reviving Madara, and he actually came pretty close to accomplishing his plan, he was seconds away from casting IT.

Obito didn't want Madara to succeed, Obito wanted IT all to himself. That's not incompetence.

Also he's incompetent at being evil, because he is not an evil person. He made mistakes and bad choices that were not in his nature. When it came down to him completing his plan, he hesitated because he saw himself in Naruto.

Regardless, he was one of the best leaders Akatsuki could have had. He simply had no intention in helping Madara, like any bad guy in Obito's position.

Obito never wanted to bring Madara back, he had his own plans to cast IT which involved Sasuke to sync with Mazo.
This is why Obito was angry when he saw Kabuto bring Madara back.
