Tobirama wins. He deploys Shadow Clones that can act as moving Hiraishin-tagged kunai, and that'll allow him to escape out of any Kamui warp. He could also use Hiraishin Goshun Mawashi while he's getting warped, so Obito teleports the Shadow Clone and then Tobirama uses long range Suiton to kill him while he's materialized.

Or, he could just flick his tagged kunai up while Obito's warping him and teleport to that instead.

3.He comes out under Tobirama or behind him

Tobirama wins. Hiraishin is faster than Kamui. He will blitz him at any close range attempt. Not to mention he can still support himself with clones

Hiraishin is also faster than Madara but he was countered...It's all about striking speed teleporting next to someone and striking them is useless when there reflexes are much faster than yours(Im not saying Obito is but just quit overrating ftg)...
