madara is the final villain in this war arc since he literally is the final villain there, and although madara isnt as strong as obito, madara still is more ruthless and cutthroat, obito was soft and didnt want to be a villain anyway madara will give is every being to achieve his goal and as far as power obito was the closest to the sage but wasn perfect like the sage since the sage body was perfect and the senju dna that obito has in him is watered version of the sage body since the senju are 100's of years from the sage existence if not a thousands of years away which would mean years of ethnic mixing thus making the senju dna extremely watered down which even the senju was the most powerful clan and hashirama was the most powerful shinobi everone actually knew of which is his dna is watered down that should tell u that the sage was on a whole different level and madara isnt far from juubito and actually hasnt showed his trump car nor full powers
