See, Madara says that: You can't unlock Rinnegan without having the Senju and Uchiha's powers, furthermore you can't handle the Mazo properly. Furthermore is simply an add on of his first sentence so he is saying without Senju and Uchiha's powers you can't handle the Mazo properly nor can you awaken the Rinnegan.

Yes, Nagato being an Uzumaki fulfills the Senju power requirement.

Eyes don't fill the requirement. If that was true Kakashi wouldn't have fallen to Tsukuyomi due to not possessing the Uchiha's power.

If that was true then why would Madara say you need Rinnegan AND the power of Uchiha/Senju to control the statue if the Rinnegan eyes were evolved from an EMS? Simple, its cause the eyes don't give the donor the power of Uchiha, Strong Spiritual Chakra as the manga states.
