He's very intelligent but he's mentally unstable at this point in my opinion. I liked how he told Madara he was like a child when he didn't get to project Tsukuyomi right away but these recent chapters have shown that Obito is quite the same. At this point he could be planning anything because he probably won't die for Madara.
