He was staying in character at all times because we were supposed to legitimately believe the Masked Man was Madara.. Had he taken off his mask just to show Konan who he is in the end, that would have been the most stupid, anti-climatic reveal of all time. He wasn't trying too hard: Kishimoto was masterfully unravelling Naruto's Plot.
