thought about it, but you need to have ems before you can awaken rinnegan. For ems to work, you need to fuse your eyes with your siblings eyes by implanting their eyes(i.e Madara and Izuna)

Obito doesn't have any brothers and even if he did, they are probably dead. So he does not qualify for the rinnegan
