Exactly. He doesnt have it. He has a baseline uchiha genjutsu, not tsuk.

Further evidenced by the Uchihas vs Kabuto where Itachi and Sasuke used genjutsu on each other to break Kabutos genjutsu. Itachi says , "Tsukuyomi", while Sasuke says "Sharingan Genjutsu!"
