That's the yin yang release Madara was talking about in chapter 606 page 14.

Normally the staff would be smaller like RM Naruto, but he's in Sennin mode .

Once Obito gets the white hair.....It's Sennin mode.

Obito doesn't need the juubi for yin yang release.
