Obito has the rinnegan. Can he use rinne tensi no jutsu? shinra tensi and chibaku tensi?

If he can he hasn't yet (Obviously) but I would assume those abilities would have the same effect on him as they did Pain. Which at the present time would make them to risky to use especially while EVERY ninja in the main villages are standing right at his doorsteps just itching to murder him.

i think he needs both eyes , to have full power ..... thats why he hasnt show his rinnegan ....

I dont think he can yet, it must of took Nagato years to learn how to use it, I doubt Obito can master it like Nagato in a couple days

Ill post my (humble) theory here since u just inspired it. Wat if obito has a change of heart and/or smartens up, and decides to rinne tensi rin? Thought that might be nice.
