few reasons

one: why serch for and revive an uchiha whos only advange would mess up kakashi and give you a two tomoe sharingan when you can go and look for madar uchihas corpse instead.

two: he's body is crushed under rocks somewhere in iwa he is flat and once again all he has is a two tomoe sharingan

and 3: what jutsus could he possably bring the only thing he can do is mke kakashi get super pissed off like he did with zabuza or make kakashi to afird to fight him and kill kakashi ( whichain't possable his only jutsu is the fire ball jutsu)

Because Obito was a genin level ninja? Not much good he's going to do.

Doesn't matter about how strong they were, basically Kabuto summoned ninja's that were known and loved by others or someone in particilar but he did someone strong ones to (mostly strong ones)

If Kakashi had to fight Obito, he would have a hard time casues hes his friend.

For your point, I'd like to note that only two Uchiha's were summoned, Madara and Itachi. Which IMO is kind of odd considering there was so many of them, and a lot of them were probably strong shinobi

Obito was a Chuunin. :|

He became a Chuunin two years after he became Genin.

But he was not widely known and I am sure most of the people who knew him are limited to a small few including Kakashi. So NO way Kabuto could know about him. Not even Orochimaru knew. So you can't use that excuse.

Notice I said genin level, not genin rank. Kakashi was jounin ranked, but he wasn't on a jounin level. They were ranked that high because of the war.(Well, Kakashi was. I'm not 100% sure of Obito, but I think it can be agreed he wasn't on a chuunin level. He was far too scared and without his sharingan he was almost useless).

I thought about that and came to the conclusion that if Tobi was in fact Kagami, he'd be maybe as old as Hiruzen Sarutobi, that's too old IMDO. I'm thinking it's someone around the age of the Sannins. Or for plot's sake (Gawd forbid, -__-) someone from the Future!!

even if their military power as you say was low there would be no neccesary upgrade they would just send the remaining men to war obito was a chuunin and he earned it
