Hey NB I have a question. I'm going to nerf Obito AND enemies and I want your opinion on who roflstomps who. I'll give several senarios. Let's start with nerfed Obito's abilities & stats. (This isn't an RP thread btw)
Kamui (Works like normal, but has a 2 minute time limit instead of 5 minutes).
Kamui Teleport (Teleports at any place so long as he is looking where he wishes to teleport.)
Kamui Global Teleport (Normally Obito can teleport where ever he wishes. I assume he must visualize this place. He CANNOT teleport any where in this case. He can only teleport to the major ninja villages, and minor ninja villages.)
Kamui Dimension (Works like normal)
Fire Style Pheonix Flower Jutsu (He can only fire 5-10 fireballs, then he has to wait 30 seconds)
A Sword
NO HASHIRAMA CELLS, ONLY 1 SHARINGAN! But he has EMS & Rinnegan. The Rinnegan can do... Shinra Tensei (45 second cooldown) & Chakra Blade.
Okay now that you have his stats, let's put him in a view situations.

Situation One: Obito VS 10 Vikings.
1 Fireball will only make a viking 1/2 dead. So... if the viking has say, 200 health, being hit with one fireball will drop him to 100 health. These vikings have very OP armor, some can use simple genin jutsu (fireball jutsu for example), ect ect. But the Vikings are stupid. They won't dodge anything, they only charge. Can't figure out Kamui.

Situation Two: Obito VS A Dragon
A fireball will hardly do any damage. Let's give this dragon say... 2000 health.

Situation Three: Obito VS Healthy Itachi
Normal Itachi stats.

Situation Four: Obito VS Bandit Group
5 Mages. (One can use Chidori, next can use Fireball Jutsu, next can use Summoning Jutsu for something that can 1 shot, 4th guy can use medical techniques like Kabuto without sage powers, and the 5th guy is a werewolf XD)
They are all intelligent and won't just charge at you. They will dodge and determine your movements. But they cannot figure out Kamui.
Then we got 5 vikings... they can't figure out Kamui.

These situations are a little hard to analyze since they aren't fully detailed. Anyways based on the info I gave, who would win in these situations?
