of course this is on the assumption that Nagato is healthy and has full use of his legs. With full use of his legs im sure he would move just like the deva path. If Nagato does not have his legs than yes he will lose.

Obito's offensive kamui requires touch.Nagato is pretty smart to figure out his jutsu and avoid contact.He has shinra tensei too he can easily push Obito back.Plus if he has his paths then he can easily do what Naruto and Kakashi did and wreck Obito.
Nagato is a way better strategist than Obito.
