If you looked, Black Zetsu was being taken away from his hand so that he could make the hole in his hand like from earlier. Then the staff comes because of the black stuff he uses. Onmyouden or something like that.

If you notice some of the black zetsu on his arm disappears, then obito is shown with the staff...its made out of black zetsu.

I'm pretty sure Black Zetsu withdrew or was pushed away from that part ob Obito's body because of the chakra Obito molded there to create the staff.

BZ can absorb chakra, obito with kurama's chakra was able to overpower zetsu's will & use his ability to absorb chakra. Obito then absorbed some onmyoudon & since he once had control over it he knows how to use it & that's how he formed the staff.

Obito's will > Madara's pretty much proven.
