well he is the cloesest to the sage and we dont know how strong the sage was so we can really compare them but the sage is stronger because he defeat the juubi with his own power. meaning he was stronger than the the JUUBI and when he became the jinjuriki he became even stronger so its clear the Juubito is not nearly as strong as the sage but because he looks like the sage and he is extremely strong and even has the staff we have to call him the second sage
