In other words a boring character, if he didnt change even a tiny bit he would be boring, no one wants to see a character who always stays the same even if the character personality is good, people would eventually end up getting bored because he's always like that, people like to see a character struggling and changing or adapting to the situation, that's a basic principle for writing an interesting character(change).
Those characters who always stay the same have no other porpuse than background characters because of the lack of development.
