What obito wants is to run away from the problems. True peace, the peace that naruto wants to reach, the peace in which people trully understand each other, respect and accept the differences. there is no such thing. True peace goes against our nature.
We humans have a serious problem in accepting other characteristicsd and ideas, differences, in general. The momment we get in touch with differences, we try to eliminate them. First, we try to impose our will, our chracteristics and thoughts. If this fails, we try to eliminate the difference in a more "pratical" way, we try to eliminate or segregate the differente beings. Then, the fights and wars start,
That's why we will never achieve true peace. But taking away people's freedom, and putting everybody into a dream, it won't solve the problems. Escaping from them is immature. As the name says, a dream world is, well, a dream, an illusion.
The correct thing to do is to fight the problem. Problems such as these will never cease to exist, however, we can fight against it.A real democracy, for exemple, is a good way to start. People from all groups of society have the same rights, and despite the differences, towards the government and the law, one is not better than the other. This creates a system in which people must respect the differences, accept that they're not better just become they're not equal.
Of course, there are problems that comes with it, such as corruption for exemple, that harms this balance. But this is the closest we can get to understanding.
Don't dream about it, though. As long as we live, there will be no true peace.
