I believe that Obito Uchiha is one of the best Genjutsu User's of all time. He has shown may feats that back it up. Let's take a look at some,

Here is Obito Controlling yagura who is a perfect Jinjuriki,

Obito's Genjutsu has been Underratted way too much. With the feats he has done, I believe that he is one of the best Genjutsu user's in Narutoverse no doubt.

Tho i agree that Itachi is great at genjutsu, I have yet to see him kill someone with his genjutsu.
