Everyone's bias. Looking at you OP you've said Kaumi only last for 5 minutes which is a long time especially since Konan is the only person who could exhaust that limit, he turns it on and off restarting the time limit.

You've said he was dim as a child, but that doesn't exactly matter as people change as they get older, he's very intelligent now which has nothing to do with Madara. It also doesn't matter where he got his powers from or if they're op the fact is that he has them.

Kamui has very little counters and is the best trump card bar Nagato's Pains. put simply, w/o prior knowledge you don't stand a chance. that alone puts Tobi in the top 5. the 5 minute limit is not that easy to exploit, I don't see anyone being able to force Obito to materialise bar maybe Hashirama with mokuton or Naruto with multiple bm clones. and even then it's not as if it's an instant win if you hit him, the guy tanked minato's rasengan, naruto's rasengan to the face, and blocked the executioner blade with one arm, he's really strong. then add mokuton, his ability to control the kyuubi, his genjutsu which is insanely underrated capable of controlling a perfect jinchuurki. then his manipulation skills, he's fooled nagato, itachi, and other s-rank criminals and made them do his bidding.
