Quality of a person, "numbers". Some people are just near completely incapable of basic logic or depth. We live in a world where people thought fodder like Izuna was a good idea for a Tobi candidate. These are the same people who want nothing but action in every chapter and no story progression. The ones who complain every chapter no matter how much new info is released. Don't even bother trying to get them to understand.
