The reason is because the FRS didn't have enough sage chakra to turn pain into a frog. If pain had absorbed 2 or 3 FRS at the same time then he would have transformed.

i see wat u guyz say is somehow true..but i am talking about the current obito who is the jinchhuriki of the juubi and we all know juubi is the powerhouse of nature energy and Ten-tails can also control nature energy at free will...
so i dont think obito wil turn into a frog using preta path...as juubi can act as storage house of nature energy!!

i said obito has to use izanagi bcz the teleportations techniques may force him to do so!!!
