He was a villain and it's a shounen manga where villain die 100% in the end. It was clear that Naruto will somehow save the biju's so another way of saying Obito's gonna lose the power. And last, even in the most crucial moments hanging between Life and Death, he kept sticking to life to first Save Naruto by trolling Madara, then save sasuke by trolling Kaguya and died a heroic death to save Naruto again. So you're wrong there that he became a fodder.
