Tobito wants to realize the moon eyes plan. he wants to put everyone under a genjutsu and bring peace to the world.
Tobito said that he wants to change the shinobi world if being shinobi means to betray his friends.

Madara is a totally different guy. He loves fighting. He loves hatred. He loves war and killing. Instead of freeing himself directly after being summoned and going to Tobi to help him with his plan, he plays around and fights some trash to test his abilities.

so. my conclusion is that Tobito never intended to bring back Madara and he had his own plan. And Madara knows that Tobito didnt do as he wished.

So just from the different plans and the different personalities (and the recent chapter that shows Tobitos face but haters dont want to accept) that Tobito has not Madaras mind, maybe some memories but not his mind, personality and ambitions.

there are still many guys out there that say tobito is izuna, madara, future sasuke, my ass, etc. so no it is not obvious. they rather belive that someone can travel through time and change appearance then believe that some weak good guy can become a strong bad guy.
