This is actually pretty much fact, obito never wanted to revive madara *_*

I dunno, he was counting on Nagato to do something for him but Nagato betrayed him. It could be Madara's revival, but because Nagato died he changed plans, he's gotta find replacement since he won't sacrifice his life to revive Madara.

He was eyeing for Sasuke to replace Nagato but then came Kabuto who resurrected Madara first before he could do, leaving him no choice but to do the plan on his own.

When Obito and Madara are finally together on top of Juubi, he was asking Madara to go on the plan already but Madara is acting suspiciously, stalling the plan.

With no replacement and with his collaborator acting differently, his only option is to be the Jink himself.
