That would make no sense. Firstly, because if it were like this, there would have been any Jinchuuriki anytime, because Rikudou Sennin and Madara are the only ones who have / had Rinnegan. Plus, it was stated that the Sealing Jutsu for Bijuu was passed down secretly.
