Okay I know everybody agreed on why shukaku wasn't in the Fourth Ninja War because of Gaara still being active in the world.But you all know that kabuto can bring back lots of people that we don't know about back into the world to replace gaara as shukaku's host.Could he have just used edo tensei on other dead super strong ninjas?
