obito and rinne tensei

We know obito is using rinne tensei on Madara but don't every dead person within radius get revive or is who the user focus the tech on.

Nagato only revived those he killed in Konohagakure because he chose to, to "redeem himself with at least one good turn". If Madara's using this just for himself, that's what will happen. Rinne Tensei revives whom the user wishes.
