Ashura's RSM was significantly below RSM Naruto's when we take into account that Ashura's Avatar was significantly smaller than Indra's PS which lacks Hagoromo's Chakra whereas Naruto's BM Avatar was the size of Sasuke's PS which is fueled by Indra and half of Hagoromo's Chakra on top of it being amplified by Sasuke's Rinnegan.
