Pirates are pillagers, rapists, thief's, and murderous.

Open a ****ing history book. I promise you there was no such thing as a pirate made of Rubber and a pirate with 3 KATANAS.

I knew all that, but what I meant is pirate theme can be manipulated because there is no actual rule or guide they follow, they sail freely at the open sea, they can do anything even attack another pirate.

But Ninja what we knew is just like what wiki told us.

Pirate can recruite any person they deem worthy to be a pirate.

And my point about manipulation is, pirate can have no name power unlike ninja they called their power as Ninjutsu, but pirate didn't have that, they can freely use any powers they gained incase of OP characters. No matter what the name of those powers was.

I tell you, what actually the meaning of free or loose theme on my POV.

look at DB/DBZ, they not use any cultural element like Ninja, their power is base on Ki same as Naruto on chakra. But that is all, they can manipulated Ki to any power they want, and its not just human, alien, gods all use ki, DB is free theme, that's mean Akira can manipulated his series without readers thinking about cultural/myth elements unlike Naruto.

Same as Pirate, Pirate is not culture/myth thingy but very bad peoples that want to gained something using bad ways, today pirate still exist especially somalian pirates. Any person can be a members of those pirates even the swords wielding one or former Commando etc

Same as one piece, yes they got superhuman power, but they a pirate very OP pirate to be said here.

I didn't see any problem with that compared to Naruto as Ninja a japanese myth.
