I know where hinata is.... Sometimes the game forgets about her , I don't blame the game even kishi forgets.

She's usually outside the Hokage's Mansion, on the far-left of the screen next to a ryo pouch.

Occasionally, she's waiting in the side-streets of the village. If you can't find her, explore every single part of the village before checking the Training Field or Konoha Forest. You're bound to find her or Kakashi (with a quest that involves her, so completing that will make her reappear in the village) eventually.
