(NUNS3) tier list help

OK, so I am making a tier list for my clan, so we can choose tiers when we do our weekly tournies. I have four tiers so far, God tier, OP tier, Average Tier, and underpowered tier. I made the list, I would like for everyones opinion on this list. This is based on who gives us the most trouble in game, nothing to relate to the show. keep that in mind. here is the list

Why are Konan and Kakuzu and Jugo at 'Kami' Tier and not Neji

neji does not gives us problems as a main, only as a support, so i didn feel the need to put him there, Shit have u seen an advanced jugo player? Holy F***. and i put konan there because she has that awakening where, if they feel like being *******s, they can get the lead, and run in awakening the entire match.... i might put her in OP

kakazu is there because, just like kisame, he doesn have to do anything but sub and press B. His range makes him a God tier, just like kisame

madara is really not a threat like we thought he would be to be honest. I don't consider him as bad as kiba and what not, sorry i know madara is the god of shinobi in the show, be he really isn't all that great in this game. I may change him to God if i get enough people to say it

You put Kabuto in the underrated list? He's awesome! His movements are so unpredictable it makes combos easy and that tilt tho

Happy that im making a name for myself with my hidan, but although he is strong af, I don't think he is God tier worthy.... God tier has to be people that just make you say f***! when you see them...and for the guy that mentioned kabuto, I put him average, because he really isn't all that dangerous..well to me anyways. do you think I should put him in the OP list?

I currently have tier lists for Gen and 2, but have been to lazy to make one for 3. Especially since the games balanced for the most part.

Well PTS sasuke is one of my best characters and I whoop a$$
with him. So in my position he is one of my op characters.

I think this list was made from you not playing a lot of
legit players cause there are a lot of characters that
should be changed around imo.

And I'm sorry why the @#$% is naruto sage mode in
god tier? I beat all the sage modes I come across.

I don't wanna sound wierd or anything but I really
think you should play some people with better stats
but other than that the list looks a little alright for now xD
