so technically the east blue had 4 recruits and first half of the grand line had 4 recruits, so it will only be fair if the New World gets 4 recruits as well.

4 new members would be too much. If Oda add all 4 of them in this and following saga than it could be okay, if no than he woudln't have much time to develop him.

Imagine MF being the end of the series, Franky and Brook would have little development and especially compared to other SH.

Also BB Pirates seems to have 11 main members (10 commanders + Captain), SH currently have 9 members and Oda said that at least 2 more will join. It make enough number for each member to fight against one Bleackbeard Pirate.
