CIA are still spying on mad people regardless if they are in the USA or Not. Just recently german authorities arrested two CIA spies

What exactly is it that you think the CIA is supposed to do?
Spy on other countries.

Germany is just pissed because they found out we spied on their top brass. Mainly because they are fairly incompetent when it comes to intelligence. Literally every 1st world country has its own intelligence department whose only job is to spy on other governments and trade information between their allies.

These two will spend a little time in jail until the rest of our spies get enough dirt on Germany to trade for them.

NSA spies on everyone they see as suspect. Not just muslims they think might be terrorists. Anyone who could possibly be a threat to the American infrastructure or government is going to be watched. They aren't going to hack into your computers and look through your cameras and shit just because you read the Anarchists Cookbook or go to a mosque. If you are trading emails or calls with someone they arrest on high suspicion of being a legitimate threat to the United States then they MIGHT give you a second look.
