Sasuke was always ahead of Naruto skill wise up until the war arc, then in that flashback that went with the bs statement, it looks like that was a Shippuden opening Naruto, meaning the same Naruto that Sasuke negged...

The white boxes in the second page represent Naruto's thoughts. It was a flashback to when they met after Sasuke vs Danzo. And to answer your first question: no. At least not there, that's for sure. They were both completely exhausted and dying from rapid blood loss. Moving would have just made it worse.

I'm not very sure about it since it wasn't explicitly stated, but considering the context, Sasuke already answered the question in the same chapter. It was Naruto's ability to make friends with others (create bonds) which Sasuke thought of as a weakness initially, that he thought was Naruto's strength. He thought of Team 7 and other comrades as a family and wanted to live like that and be friends with them, but resisted this inclination towards them considering it a symbol of fragility. Naruto on the other hand made friends with everybody, and although Sasuke tended to do the same, he restrained, but his inner self wanted to be like that i.e. like Naruto. And it was because of that, that he said that Naruto always walked in front of him, since Sasuke could never progress in that regard even though he tended to. So he always stayed behind Naruto, walking behind him, unable to untangle his true feelings and wishes.

Well the basic idea behind all of it was resilience, the ability to endure. I wouldn't say that there was too much more in common between the two beyond that, other than (obviously) the fact that it was for Sasuke that they suffered so much.
