Mentioned, not chosen, and not even considered the moment Tsunade got back on her feet. The pecking order is well established: Tsunade > every version of Kakashi w/ the exception of DMS.

Now ima big kakashi fan and i dont even wanna get started on how mad iam about kakashi losing his sharingans but yes he doesnt fit the bill of hokage nomore and these are my reason why

1. He isnt the strongest or even kage level without his SHARINGAN hes just a special jonin no matter his feats and what he has accomplished he just isnt kakashi of the sharingan nomo

2. How can he kage when hes not even on guys level anymore he really isnt without the sharingan guy would whoop that ass

To be a leader you dont have to be the strongest, to be a leader you have to have the respect and trust of people, you also should have the leadership skills and the inteligence to handle the people around you. Remember when they sealed kaguya, naruto and sasuke were the ones with the sun and moon seals, but kakashi was the one who incorporated all team 7 abilities together so they could seal her.

Kakashi has the respect and trust of people that even naruto and sasuke who happens to be more powerful than him followed his plan, he´s widely known across the world, between him and tsunade he´s more of an strategist, tsunades plans are always upfront and obvious and base in pure strength, but kakashi always has a decoy or backup plan, besides he´s got the head and patience for the position.
You dont need to be the most powerful to be hokage but rather have the leadership skills so the most powerful one will listen to you.

Minato over 3 sanins or Danzo).. Kaskashi has the best chance to become the next Hokage for now; He's been considered a genius, he moved through the ranks quickly, he's been in both the root and an ANBU Captain, an a Jonin Leader, plus he's also been a general in the SA, while it's true he developed his sharigan abilities do you really think that's the only ability he's perfected over time. He's understands all the different aspects needed to lead the village. His experience, knowledge and overall jutsu usage/knowledge along with his reputation makes him the most likely for the position.

Kakashi is very powerful without the sharingan. But he loses like 60% of his power losing those sharingans. Even with his remaining power he is still strong. He is probably high jounin or almost kage level power and hes one of the most intelligent fighters in story. But that doesnt really matter for hokage, he doesnt have to be the strongest. Its a political position. He would be like Obama and naruto and the others are the military.

And you do have to have strength that is on the level of the leader of other villages. Hokage not only is a political position, but also a position of a leadership and representation.

People often make fun of tsunade as someone weak...... However, she contains the highest prowess if compared to anyone else in the village. Poison maker/healer/best combatant of the sanin and so on.

(By generation i am referring to the people in their "age" level, not as in the Gokage generaiton)

1. Second Hokage = strongest of his generation
2. THird Hokage = strongest of his generation
3. 4th of Hokage = STronghest of his generation
5.. 5th Hokage = strongest of her generation (oro fans and jiraiya fans will complain, but she has a slight edge. )

Also, you said Minato qualified over the Sanin..... uh no he did not. Tsunade = left the village, Jiraiya = traveling , Orochimaru = evil guy, and that resulted in Minato being Hokage. However, lets say, Tsunade = in the village, Jiraiya = in the village, Orochimaru = good guy..... <<<< one of the 3 would've been Hokage.

Power is just one of the qualities considered for a kage. A kage must be intelligent, a strong leader, have the trust and respect of the village, and be able to handle foreign relations. Kakashi would be a great Hokage.
