She powered up during the war and far surpassed Hanabi, who early was tagged by her father as successor because Hinata did not look at that time like she was going to step up. Fast forward to current events and clearly Hinata has surpassed even her father's expectations (reference battlefield scene some 100 chapters ago).

So logical that a capable oldest would succeed.
