Many speculated that it was maybe orochimaru who was at the first submit or someone related to him.

Latest anime episode busted this theory cause this guy is not white. But maybe that's just a mistake. Furthermore we dont see the eyes with killing instinct cause the eyes are closed the wholetime.

That guy became the third Mizukage.
Would be interesting if he was Oro related.
I felt more chance of that happening when he was shown in the manga though.
Its still possible with this skin color too.
