There were plenty of times Kishi could, and should have killed off a character who no longer had any reason to be in the manga, yet pussied out for nothing.

Kiba should have died, Neji should have lived, Guy should have died, Orochimaru, and Tsunade both should have died ending the 3 Sannin. I also am fine with Choji biting the dust.Looking back on the series I came to this conclusion;
There wasn't nearly enough death/untimely demises of main/side characters throughout the series.
Sasuke Retrieval Arc was the first slip up I think - someone should have bitten the dust there. Preferably Kiba Inuzuka, he's a redundant character and incredibly annoying, a bit like Naruto... only without the cute whiskers and the angsty tragic backstory that breeds tolerance in the presence of pity.
Choji Akimichi as well - I wouldn't have minded it too much if he snuffed it either.
Might Guy - should have died, his sacrifice is all the more less epic and loses that glossy veneer when Naruto FUBARs the plot and saves his ass.
Any suggestions?

I can't deny it, I do kinda (just a little bit) hate Kiba InuzukaWait are we talking about the current series or making one with different characteristics? XD You are asking what ninja he took down in the series? Where as I am telling you how a well done Kiba would be in a series. Overall it kinda looks like your hatred for Kiba plays a big role on why you would never wanna give him a chance.

Usually I'd agree but Itachi's revival was badass - c'mon! He joked with Naruto and Sasuke. He defeated Nagato, fought and saved Kabuto, and that good bye he said to Sasuke...I found Itachi's death to be not as impactful cause he got revived by Edo Tensho. Keeping Jiriyia away from that stuff allowed us to remember his iconic death. Where as with Itachi it is one too many.
For me, it's not just about caring or feeling the impact of their deaths - it's just, it was a war and the only one of the Konoha 11 to snuff it was Neji, in an act of self sacrifice.The main reason being that we didn't have developed side characters to really care about if they died

If you take your hate googles out. You will see a character who was heavily under developed. The blame goes on Kishi not the character. Why? Because Kishi failed to use his character properly. His development as a character and ninja went to full stop when Kishi heavily focused on Team seven in part 2. His powers were interesting because he is the only ninja who relied on a pet to help him do his dirty work. He was like a Pokemon master who fought with his pet.I can't deny it, I do kinda (just a little bit) hate Kiba Inuzuka
Current Kiba: past/present/future in 'canon' is a terrible, not remotely impressive character.

Honestly though, everything about him is crap - so I'm having a hard time seeing the potential for greatness.
Itachi did get some good feats when he got revived but once again him dyeing twice kinda confused the audience. At most I would say it was a good death not a great death. I would give up fanservice for an actual iconic death. Even though that stuff you said sounds pretty good but for a long run it would make his first death meaningless. I think Jiryia had enough screen time to make the audience care about him. I personally never saw the series the same since his death. I mean it felt like something was missing. A good father like figure that Jiryia was.Epic.
I don't know about Jiraiya tho.... maybe? It's good to see someone wasn't revived, but then again it would have been brutal (I'm mean that way - wanting Naruto to suffer) for them to fight... to see Tsunade vs. Jiraiya even.
