Who do you think can also do the same that isn't some Ootsutski, Sage of Sixth Path, or Hyuga?

I don't mean Emitting a cloak (which covers the outside body and isn't actually bringing out chakra from every point, or healing goo, or shrouds as seen with Naruto or Kabuto.

Neither am I talking about moving your chakra from one point in the system to the next in order to rejuvenate the healing process.

Obviously people other than the hyugas CAN, it''s just pointless to learn something like "emitting chakra exactly from the chakra points" if you aren't using it for molecular level taijutsu combat, and without the byakugan and gentle fist style, you can't do that.

So while you could, that level of training to eventually master something you can't even use just to emit chakra from other various body points is totally useless.

It is like wondering why someone like itachi doesn't use the 8 gates. I am 100% certain that if he trained to use it he could, but he put his efforts in elsewhere, in more fitting battle techniques that he could use more efficiently.

Imagine if naruto learned something like the byakugo instead of super massive techniques that take advantage of his huge chakra reserves. Or if sasuke "mastered" multi shadow clone jutsu, something that murders your reserves, but gives little extra benefit for high skill levels, unlike something like chidori.

The thing is our sample size too small to say either way and we only see top tier hyuga using rotation

If we see random fodder doing it would be a different case and even then it's a technique exclusive to the branch family so we wouldn't know if average hyuga could do it unless hyugas become lax on who could learn it.

again it just (like electricity to water) disperses around

but instead he spreads lightning around his physical body

By releasing the Chidori in every direction, an electrical discharge flows from the user's entire body allowing him to affect multiple enemies.

No it's not. The Hyuugas are just the only ones that practice and apply it.

OT: Only Hyuugas have been able to do it so far, but not because they have some special ability that others do not.

Your right that mode is a mystery lol Even when he stopped taking his pills Choji was still able to emit chakra in the form of Butterfly Wings in some sense i would consider this a form of chakra shape manipulation.
