Episodes are not animated by 1 person, episode 167 had 5 different animators and these are the credits

Animation Director & Episode Director & Storyboard: Atsushi Wakabayashi
Key Animators: Shingo Yamashita, Atsushi Wakabayashi, Norio Matsumoto, Kenichi Kutsuna

Those are 4 separate jobs listed there, you should look up what each of those roles are responsible for

If you pay attention you can notice how the style changes throughout the episode, for example Shingo Yamashita is the one who animated that really crazy stuff in the first half of the episode. All the high quality aniamtors are easy to notice because they all have diferent styles.
